Jail staff—including correctional officers, medical professionals, and executive leadership—have repeatedly praised her knowledge, reliability, clinical expertise, and ability to adapt effectively in challenging situations. Additionally, RBHA employees and clinical staff at our partner CSBs respond positively when Johnette’s name is mentioned, reflecting a longstanding history of collaborative, respectful interactions and a shared confidence that clients’ mental health needs will be addressed promptly and appropriately throughout their incarceration. This level of responsibility and complexity would lead many individuals to experience burnout; however, Johnette continues to demonstrate exceptional professionalism, genuine compassion, and self-awareness. Farren Larson

Research Assistant -Grants, Research, Evaluation, and Planning, Substance Use Disorders Division

Farren has worked for RBHA since late 2019. During that time she has grown in her abilities and become an invaluable team member. More specifically, her innovation and outside-the-box thinking have greatly benefited the agency and our team. Specifically, she works with all divisions to create complex dashboards and data analysis allowing us to become more data-driven and serve our clients more effectively. Farren has received praise from all around the agency with her timely and innovative data solutions. Farren has met all three of these criteria in her recent job performance. She has gone above and beyond as a myAvatar "power user" to create useful and effective KPI sheets for different units. Her work has been praised by many outside our team. She also has been very resourceful and creative in coming up with innovative solutions to work around the recent Redcap outage for both the ALIVERVA warmline team and for our North Campus.

Hope Harris

On Thursday, July 24, 2025, there was a scheduling error which caused Hope Harris’ intake slot to be triple booked. Hope had three individuals scheduled for one slot. Hope managed to get all three clients coordinated for services. Hope consistently delivers case management services with a high level of compassion and patience for our clientele. Hope performs job duties in a "go for the gold" manner; goes beyond job duties and shows initiative by doing extra tasks, is especially resourceful and creative when dealing with less-than-ideal circumstances and devises more efficient and effective processes within her job responsibilities and within RBHA in general.

Debra Fleshman has been a full-time prescriber in the RICH Clinic since 2021. She has helped us in supporting our individuals through COVID, Electronic Health Record transitions, water crises, and snow days. Normally a team of two, Debra has, since December, been acting as the sole Nurse Practitioner in the clinic. She has exhibited an increased level of commitment and dedication to the individuals we serve each day covering ongoing primary care services. Rita Gray is recognized as Employee of the Month and for her outstanding 51 years of service to RBHA. Rita started her career with the City of Richmond on July 1,1973 and then moved to RBHA, formerly Richmond City Department of Mental Health, Mental Retardation and Substance Abuse Services, in 1974 holding various positions. In 2006, Rita moved to the front desk/lobby at 5th Street and remained there until October of 2022 when she and the switchboard moved to the Cary St. location. Rita has been the heart and soul of our front desk, providing exceptional customer service and creating a welcoming environment for everyone who walks through our doors. Rita has been an unwavering pillar of excellence for over 50 years. Rita's dedication, professionalism and exceptional communication skills have made a profound impact on our individuals and, her colleagues and organization as a whole. From her ability to connect with our individuals and efficiently guide them to the right solutions, to her proactive approach in resolving issues before they escalate, Rita exemplifies the gold standard in service. Tiffany Cook, LCSW

Clinical Supervisor II, Crisis Stabilization Unit

The Crisis Stabilization Unit (CSU) has been working with a complex client admitted for psychiatric stabilization since July 2024. The intricacies of the client's case management needs left him without a point of contact and the inability to care for himself if discharged from CSU without considerable assistance. Tiffany rallied local, regional, and outside regions to support the client in beginning the process to apply for Medicaid, navigate Department of Social Services, and liaise with community partners to ensure the client can meet all of his basic needs. With an average length of stay at CSU being 5-7 days, this case is exceptionally atypical. Tiffany has modeled the way and maintained momentum for a client who has no one else to advocate on his behalf. Tiffany has also been identified as the CSU's subject matter expert to assist with the development, training, and roll-out of the new Electronic Health Record.

Part of her role is communicating with individuals, staff, and stakeholders regularly for any concerns and complaints. Nora has received complimentary feedback from other divisions for her excellent work in creative problem solving and patience with re-occurring individual complaints. Nora has also initiated updates to our investigation process, to include updates to documents used for clarity and ease of use as well as revamping our quarterly report for the Access Committee. In December 2023, Chelsea Hill had to be shut down due to building issues. Substance Use Disorders (SUD) Outpatient Services had to relocate their services to the 5th street location within another SUD Department. Daphine answered the call for help by securing office and group space as well as parking passes. Daphine had the offices cleaned and outfitted with the basics. She assisted in establishing a workflow for us to escort 10-15 individuals through the building for group and communicated with reception and security to alert them of this change. Frequently, Daphine assists SUD Outpatient Services in ordering various supplies and with submission of receipts for reimbursement. Daphine does all of this outside of her regular work duties with the Adult SUD Unit.

Mary has served as a dedicated employee to RBH for twelve years. Mary has served as the Waiver Resource Specialist for the division since its creation in January 2017. Her position is both unique and invaluable in that she supports the entire division regarding all things DD waiver, guardianship, housing, and long-term Medicaid. She serves as a liaison with both our external waiver providers as well as DBHDS and DSS to ensure services, supports and benefits for the individuals and families we serve remain intact. Mary also serves as a direct support role for our Support Coordinators (SC) by reviewing and authorizing ALL waiver services authorizations. Mary is extremely dedicated and a strong advocate for both the individuals we serve and her fellow co-workers. Her job and oversight ensures the continuation of the supports and services our individuals need and she takes that job very seriously. Providers and fellow colleagues have praised Mary on multiple occasions about her hard work ethic, friendly disposition and helpful, positive attitude.

Kenneth Harris

Certified Peer Recovery Specialist, Adult Substance Use Disorders Services

Kenneth Harris has worked for a number of years as a peer recovery specialist. Kenneth is assigned to the Alternative Sentencing Project which helps peers who are recently released from incarceration. Kenneth has been overseeing all of the case managers’ clients due to being the only peer on the unit. Kenneth calls all of the clients at least once a month and if there is a problem with the client, he gives information to the case managers. Kenneth is serious about his job, just as he is serious about his recovery. Kenneth will go out of his way to help the clients he serves. Kenneth will talk to the clients even when he is off of work. Kenneth is known to talk to the clients and assist them after hours and on the weekends. Kenneth helps clients get furniture if needed through Caritas. Kenneth also helps clients fill out forms to get their rights restored.

Since Sadie was hired as the Crisis Stabilization Unit Discharge Planner, she has increased our communication with referral sources throughout a client's admission. Sadie communicates regularly with Region 4 stakeholders, Managed Care Organizations care coordinators, and is routinely recognized by her peers for her excellent work. She is quick to return phone calls to collaborate with partners and is always eager to assist where she can to create a better treatment experience for clients. Sadie is patient and listens closely to client needs. Sadie has also developed a streamlined discharge document for all clients at discharge that provides exceptional detail and person-centered services for wrap-around services.

Peer Counselor

Peggy reaches out to patients meeting them where they are and taking the next step to getting them to their scheduled appointments. She makes reminder calls one week before their appointment and then a day before their appointment. If patients miss their scheduled appointment, she calls them to see how RBHA can assist them in making and keeping their next appointment. Peggy is also instrumental in helping patients who do not have a Case manager take the next steps to help with housing assistance and food assistance. Peggy will do what it takes to get the patient the resources they need, including assisting Case Managers in connecting with patients.

Administrative Team, Adult Mental Health Services

The Adult Mental Health Administrative Team for their outstanding contributions, unwavering dedication, and collaborative spirit. This team has gone above and beyond in every sense and their work has been foundational to the success of our programs and the quality of care we provide to our clients. They played a critical role in the MyAvatar transition, ensuring that all insurance information was entered accurately following a new procedure, directly supporting timely and accurate billing. Their attention to detail and proactive approach have helped lay the groundwork for high quality, uninterrupted care. They didn't stop at data entry- they advocated for training, identified key steps for others to follow, and helped standardize processes to ensure long-term success. In addition, they took on the massive task of copying all Comprehensive Needs Assessments from Profiler (roughly 1300!) and submitting them to Records for upload. For state reporting, they quickly and accurately entered all SMI forms from Profiler into MyAvatar, ensuring compliance and data integrity. This helps RBHA meet the state reporting requirement and deadline. This team consistently takes on large-scale projects and completes them with efficiency, accuracy, and teamwork. They create and refine workflows to ensure clarity and usability, all while managing their regular responsibilities with excellence. Their recommendations, feedback, flexibility, and "go to" spirit are what make our department thrive. Their efforts directly impact our ability to serve clients effectively and their behind-the-scenes work ensures that our clinical teams can focus on delivering care.

Electronic Health Records Team, Quality and Standards

The Electronic Health Record (EHR) Team has been in the throws of the Avatar implementation for almost 2 years. The EHR team consists of 4 people and is a cross-functional team that works with program supervisors and staff to accommodate training needs, data reporting needs, and to resolve EHR related problems for the 800+ RBHA employees. Brett has met the agency’s reporting needs by creating numerous reports and forms and updating reports and forms as needed. Brett has also worked closely with Netsmart to optimize widgets and reports to increase efficiency. Jessica and Brenay have tailored trainings to meet the agency’s needs in multiple ways to include specialized trainings for certain types of staff (i.e. Medical, Residential, etc.), updated workflow documentation as new processes have been made available and implemented change management items as we continue to refine processes. The team has also implemented a training survey to gauge the effectiveness of training and to help with quality improvement. Brenay and Jessica have resolved numerous helpdesk cases by assisting staff with correcting errors, ensuring accurate data entry, and troubleshooting technical issues which sometimes involve coordination with the Netsmart team. The team is continuing to grow the EHR functionality to include the implementation of Bells AI, Bells Virtual Scribe for prescribers, and fine-tuning billing processes.

Multisystemic Therapy Team, Children's Mental Health Services

The MST team continuously and consistently goes above and beyond to assist families in the community and meet their needs. The MST clinicians do more than just provide mental health services. For years, the MST clinicians have been instrumental in helping families with housing, financial planning, educational planning, and/or any basic needs that present as a barrier to success. Families are very complimentary of MST and its clinicians, as reflected by their monthly adherence measures (above 85%) and a recent call from a caregiver regarding Kokeese Watkins-Meeks and the MST team. The MST team has also been recognized by the MST Institute with the "Whatever It Takes Award" for its dedication to families and going above and beyond. In addition to mental health needs, the MST team works together with all the families to make sure families get exactly what they need (clothing, transportation, prosocial activity access, representation in court or other community meetings)....so caregivers more than likely know all the clinicians at some point. The MST team strives to do "whatever it takes" for their families and the community. Additionally, the MST clinicians develop and maintain great relationships with community stakeholders and have an excellent reputation. "Give a person a fish, feed them for a day.....teach them to fish, feed them for life". I feel recognition of the MST team is long overdue, as this team has been rocking it for over 10 years.

Reach Adult Crisis Therapeutic Home Developmental Services

The Adult Crisis Therapeutic Home (CTH) faced an unexpected challenge when the water temperature could not stay within regulations for more than 1–2 minutes. This required staff and guests to relocate immediately to another home — on a Friday afternoon, no less, when such transitions are especially difficult to coordinate. Thanks to the support of our sister program, the Child CTH, which was unoccupied at the time, our team was able to mobilize quickly and make the best of less-than-ideal circumstances. Within just two hours of learning we had to move, staff had packed, organized, and safely relocated all guests to the Child CTH. What is most impressive is that staff ensured continuity of care throughout the entire process. Therapeutic groups, medication administration, and community outings all proceeded as scheduled, without disruption. The team even accommodated a new admission during this time, continuing our mission of reducing hospitalizations despite the upheaval. Every staff member stepped in without hesitation, showing resilience, teamwork, and dedication.

Procurement & Region 4 Mobile Crisis RFP Team

This team demonstrated exceptional dedication, professionalism, and teamwork throughout a process that required hundreds of hours from each person to read, review, and score over 200 proposals that were submitted from vendors wishing to deliver mobile crisis and community stabilization services across all Region 4. The work was not only time-intensive but also detailed and often tedious, requiring a high level of concentration, critical thinking, and consistency. For each person, this was work above and beyond their regular duties. Despite challenges, the team maintained a high standard of excellence, ensuring that every proposal was given the thoughtful, thorough, and fair consideration it deserved. Special recognition is also due to the procurement team whose expert guidance and steady support were instrumental in navigating the complexities of the process efficiently and with integrity. Though it is unusual to include non-RBHA partners in a team nomination, it is critical to acknowledge the contributions of the Region 4 partners in this process. These staff and partners are more than deserving of this recognition.

North Campus Kitchen Team

The entire Kitchen team, with George Palmer being the lead, goes beyond what's required to cook and serve the entire North Campus, Crisis Stabilization Unit and Catering even when short-staffed. The Kitchen team will come in extra early to meet the feeding needs of the clients and George Palmer will pick up Men’s Residential Treatment Center staff when there is bad weather without complaints. The Kitchen team never complains and continues to push forward. They work well together teaching and supporting one another in all tasks. All meals are prepared on time never late and back-up meals are always ready to be provided for clients who may come into or return to treatment late. The Kitchen team makes sure that the Kitchen is always neat and clean without problems. The Kitchen team earned "Employee of the Month" with the Men’s Residential Treatment Center (MRTC).

Hospital Community Liaison Team

The Hospital Community Liaison team is consistently under pressure to assist clients in discharging from the state facilities as fast as possible due to the bed crisis that the state psychiatric facilities are experiencing. Despite often operating with limited resources, especially as it relates to housing, and facing challenging situations, the team frequently adapts, finds solutions and delivers exceptional care to their clients and makes sure that they are being set up for success in the community. The team is able to stay calm under pressure and think outside the box to find practical solutions. Their commitment of delivering quality services, even when experiencing challenges, is worthy of recognition.

Community Response and Community Focus Teams

To efficiently connect individuals to the most appropriate care and reduce cycles of crises, the Community Response (CRT) and Community Focus Team (CFT) continually strategize new ways to partner with each other, other departments within RBHA (e.g., Emergency Services, CReST/REACH), Region 4 crisis services (e.g., Crisis Stabilization Unit, Crisis Receiving Center), and organizations outside of RBHA (e.g., Health Brigade, Daily Planet). In doing so, the CRT and CFT demonstrate their dedication to effective referral and collaboration processes. RBHA partners with Richmond Police Department and Richmond 911 to ensure that the mental health-related 911 calls are getting the most appropriate response with the least intensive intervention. Leadership of CRT/CFT can confidently rely on the clinical and public safety knowledge, perception, and analyses from the CRT/CFT members when making key process and operations decisions.

These employees - 165 - continued working on site despite lack of running water, functioning toilets, showers, and, in some cases, heat. Substance Use Disorders (SUD) Outpatient Services Team

This team quietly works across programs to help our individuals navigate the twists and turns of recovery. They help individuals carry messy, heavy trauma and all of the feelings that come with it. They manage intense groups with participants who are often emotionally stunted and avoidant. They are often on the receiving end of someone’s displaced anger. Our individuals’ burdens are heavy, but this team perseveres day in and day out trying to creatively engage them in managing their own recovery. This is pretty incredible considering they have maintained a 65% show rate for Outpatient Therapy over the past 3 years (consider the population) and increased participation in Intensive Outpatient Services by 19% in the last year. Since May, we have had a new Admin start who is revolutionizing the office with organization, color and support services. The SUD Outpatient Services team is supportive of one another, creative and a pure joy to supervise.

Richmond Integrated Community Health (RICH) Clinic Team

During the past several months, this team dedicated significant time and effort to holding a celebratory recognition of the RICH Clinic's 10 years of service. Over the course of several months, which culminated in 2 events in July 2024, the team created unique ways in which to educate the individuals we serve, our staff as well as our community partners on the important services delivered by the RICH primary care clinic and combined office-based addiction treatment and care coordination services. Through funding primarily received from a RBH Foundation mini-grant, this team was able to provide educational activities related to healthy living, raffle prizes, health-related giveaways, family-focused goody bags, and the opportunity for clinic staff to spend time with clients outside of the exam room. Activities promoted wellness for our clients including blood pressure checks, harm reduction tools, Narcan education, and recipes and shopping lists for healthy eating on a budget. Also, ways of self-care, chair exercises and a mediation demonstration.

Outpatient School Based Team-Access, Resilience, and Connection

It is a pleasure to nominate the Outpatient School Based Team for their exceptional service in the Intake, Assessment, and Outpatient Psychotherapy department with our partner Richmond Public Schools. Earlier this year, they identified a new vision for their work: Access, Resilience, and Connection, naming themselves ARC. Since then, they have been transforming challenges into opportunities to serve Richmond's schoolchildren with unparalleled dedication and creativity. Despite limited spaces and budgets, they've creatively adapted, holding sessions in classrooms and closets and personally funding resources like dollhouses and soft furnishings to create welcoming spaces for therapy. They have taken initiative to create a successful approach with new staff to ensure our relationships with RPS are strong and children receive the highest quality services by designing their own best practices training manual and dedicating personal time to professional development.

Marshall Center Team

Marshall Center staff have truly embodied the notion of being team players and teamwork over the last year. Like in many of our programs, the Marshall Center experienced staff shortages, to include two very critical positions, a van driver and our program cook. During this long period of shortage, staff members volunteered daily to drive vans and pick up our members for programming, sometimes even having to drive two routes in the mornings and afternoons. Staff also took turns preparing and serving breakfast and lunch each day. All these extra duties were in addition to the regular duties facilitating unit meetings and groups, monitoring members, and completing clinical documentation.

Mental Health Staff Appreciation Committee

The mental health appreciation committee has revived itself "post" COVID, specifically after the division's return to in person office work. New and existing members collaborate to bring joy, gratitude and creative ideas to the division. They meet consistently to keep celebrations on the calendar at a regular frequency. They hare inclusive of all programs and think of ways to celebrate staff for off-site and on-site programs. They have fresh ideas, outside of the normal "treat cart" that we dearly love and appreciate. They are bringing people together socially to help unite the division in group events, but also going a step further by choosing to consider the general well-being and morale of employees. For example, they hosted a series of self-care events, which included meditation, creating personalized "self-care kits" and sensory candles. This committee serves as a hidden leader for the division. Though we all benefit from their efforts, they are without a doubt positively impacting our culture.

Executive Committee of the Senior Leadership Team

In early 2020, the Executive Leadership team endorsed the creation of the Senior Leadership Team (SLT). The purpose of the SLT is to lead the operations of RBHA identifying and solving problems, collaborating across Divisions and teams, influencing positive change, driving implementation of key initiatives, and strengthening communication throughout the organization. Circe, Crystal, and Kim decided that to empower the SLT there needed to be an executive committee to lead the SLT towards realizing their purpose. The executive committee consisted of a chair, vice chair and a communications chair. After no other members volunteered to take on these positions, Circe agreed to be the chair, Crystal the vice chair and Kim the communication chair. The terms are 1 year from July to June. All three of them are serving a second term. Circe, Crystal & Kim believed in the purpose of the SLT and stepped up providing exceptional leadership empowering the team to work together to improve operations.

Early Intervention/Part C, Developmental Services

Over the past year, the Early Intervention team has developed and implemented an ongoing community-based play group for toddlers and their caregivers in the City of Richmond that supports social communication and learning. The ITC of Richmond supports the development of children, birth to three, primarily in an individualized setting with few opportunities to consistently practice language and social skills within the context of peer interactions outside of those made with siblings and other household members. Young children in the City of Richmond with developmental differences are often left out of community-based activities because of their need for therapeutic support to engage fully and appropriately with their peers and because of the family’s inability to pay for such activities. Parents of EI eligible children often voice concerns of isolation, finding it difficult to connect with other parents of young children experiencing similar developmental delays. A play group was established with these children centered as the target group enabling their parents to find and establish a community of parents with similar challenges helping them to find solutions and access available resources together.

Region 4 Regional Education Assessment Crisis Services Habilitation (REACH) Residential Nurses in Developmental Services

These Registered Nurses work for the REACH program's residential sites. This team of nurses has demonstrated initiative that went beyond expectations, benefiting both the Region 4 REACH program and RBHA. A youth diagnosed with Autism as well as with medical support needs, was referred to the Child-Crisis Therapeutic Home for a crisis stabilization admission. This youth presents with high behavioral needs but what has complicated his ability to receive care is the fact that he also requires straight catheterization twice daily. The Crisis Therapeutic Homes do not have round the clock nursing, however in an effort to be able to offer these services to this youth and his family (and to prevent his psychiatric hospitalization) our nurses pulled together to provide this medical care throughout his 8-day CCTH stay. He was successfully discharged back to his family home. This was a huge feat as we have thus far been the only program site in the Commonwealth that has been able to accommodate this specific need.

Substance Use Disorders - North Campus Leadership Team

This leadership team has defied every odd and obstacle thrown at them over the last 3 years to keep the programs open and running. Often, they have worked shifts, including overnights due to ongoing staff shortages. They have facilitated groups and intervened in crises while continuing to work on managing census and intakes/discharges. This team does it all and their efforts symbolize their dedication to the difficult population they serve and to RBHA as an agency. Words don't do justice to everything these individuals have done to continue residential programming.

Équipe mobile régionale de formation à la gestion des crises

Dans le but de soutenir l'expansion du continuum de crise, le personnel de la RBHA au sein de divers programmes régionaux s'est réuni pour former une équipe unique de formateurs en matière de Mobile Crisis Response. Tous les formateurs ont suivi le programme de formation des formateurs du Department of Behavioral Health & Developmental Services (DBHDS) Mobile Crisis Response (MCR). Après l'avoir suivi, cette équipe a élaboré un plan de formation régional pour dispenser cette formation obligatoire au personnel des Community Services Board (CSB) et des prestataires privés qui sont autorisés à fournir des services de crise mobiles dans la communauté. À ce jour, 12 cohortes de formation ont été dispensées, pour un total de 429 heures de formation. Un total de 212 employés ont suivi la formation avec succès. Les membres de cette équipe ont fait preuve d'un dévouement extraordinaire à l'égard de cette initiative et ont vraiment collaboré efficacement les uns avec les autres. Ils proviennent tous de différentes divisions de la RRSB, mais ils se sont unis sans effort et ont représenté la RRSB et les programmes régionaux avec le plus haut niveau de professionnalisme.

Associés de soutien - Pendant la pandémie

Pendant la pandémie, Eric, Beth et Beverly ont fait partie de la famille de l'unité des services médicaux. Ils ont tous les trois collaboré avec l'unité des services médicaux en veillant à ce que les personnes portent leurs masques, en vérifiant les rendez-vous prévus et, si les personnes signalaient des problèmes médicaux lors du dépistage COVID, ils ont rapidement alerté le directeur du cabinet/le directeur du programme et les infirmiers psychiatriques. L'équipe des services médicaux n'aurait pas pu accomplir nos routines quotidiennes sans leur aide pendant cette période difficile et nous leur en serons toujours reconnaissants.

Équipe de sensibilisation du projet PATH (Projects for Assistance in Transition from Homelessness)

Lorsque la majorité des employés de la RBHA ont été renvoyés chez eux pour faire du télétravail en mars 2020, quelques programmes, dont l'équipe de sensibilisation PATH de la RBHA, ont dû augmenter leur travail dans la communauté. Le CDC a initialement reconnu que les personnes sans domicile fixe étaient plus exposées au risque de contracter le virus Covid-19 et d'en mourir. L'équipe de sensibilisation de la RBHA, en collaboration avec d'autres prestataires de services aux sans-abri de la communauté, s'est mobilisée et a pris un engagement en mars 2020, qui s'est poursuivi jusqu'à ce jour, pour réduire les impacts négatifs du sans-abrisme.

Équipe d'assistants médicaux certifiés de la clinique RICH

Rasheena, Latoya, et Sandy se sont avérées être des atouts incroyables pour l'équipe de la clinique RICH. Elles ont établi d'excellents rapports avec nos clients et nos collègues et ont contribué à la croissance des services de la clinique pendant leur séjour. Tous trois sont travailleurs et prêts à aider partout où cela est possible. Chacun d'entre eux est resté tard pour aider à la clinique ou pour voir un client en retard à plusieurs reprises, sans même qu'on le leur demande. Ils ont tous rejoint la clinique à un moment où il y avait beaucoup de changements (opérations du COVID, déménagement des bâtiments à un moment donné, ouverture du nouvel espace de la clinique) et ils ont pris tout cela à bras le corps et ont fait en sorte que nos clients reçoivent les meilleurs soins possibles. Laura est connue pour sa patience et son calme, prenant toujours le temps d'écouter, d'offrir du soutien ou de faire de la place pour ceux qui en ont besoin. Elle est gentille, travailleuse et généreuse. Laura a toujours accordé la priorité aux besoins et aux droits de nos clients, et nous lui en serons toujours reconnaissants.
